About Virginia Union University:

History

Established in 1865, Virginia  Union University gave newly emancipated slaves an opportunity for education,  for establishing a community, and for gaining economic, political and social  advancement. The University is the result of a merger among four historic  institutions: Richmond Theological Seminary, Wayland Seminary, Hartshorn  Memorial, and Storer College. Richmond Theological Seminary held its first classes at Lumpkin’s Jail, a former holding cell for runaway slaves. The  Wayland Seminary was founded in 1865 by the American Baptist Home Mission  Society in Washington, DC. Two years later Storer College was founded in West Virginia, and Hartshorn Memorial College opened its doors in 1883 as the  first college for African American women in the country.

After operating independently  for three decades, these notable seminaries joined forces to form Virginia Union University in 1899. Hartshorn Memorial and Storer Colleges would  eventually join this Union in 1932 and 1964, respectively.

VUU is a distinguished  private institution that proudly upholds a legacy of academic excellence and community engagement. With a historic 86-acre campus, it offers a dynamic and  nurturing environment for its 1,568 undergraduate and graduate students. Virginia Union University is recognized in the 2024 edition of U.S. News & World Report, holding a prestigious position as #39 among Historically Black Colleges and Universities.

Academic Affairs

Virginia Union University® offers 25 distinct undergraduate degrees, concentrated into 22 majors within 14 broad fields of study. Across all areas of study, Union awards 250+ undergraduate degrees each year. VUU provides a robust array of academic programs, including 35 Bachelor's, 11 Master's, and one Doctoral degree.

Position:

The Vice President for Campus Infrastructure & Development (VPCID) provides executive leadership and strategic oversight for the university's physical environment, built assets, and infrastructure systems. Reporting to the President or designee, the VPCID is responsible for ensuring that campus facilities, capital projects, information technology, transportation, and public safety functions are aligned with the institution's academic mission, strategic plan, andlong-term sustainability goals.

This position requires a senior leader with deep expertise in facilities management, construction and capital project delivery, and operational administration. The ideal candidate brings demonstrated experience managing large, complex physical plant environments — ideally within higher education, healthcare, or a comparably complex institutional setting — combined with proven ability to lead multi disciplinary teams and manage significant operating and capital budgets.

Organizational Scope & Direct Reports

The Vice President has executive authority over the following functional areas:

  • Facilities Management (custodial, maintenance, grounds, utilities);
  • Capital Projects;
  • Campus Police & Public Safety;
  • Transportation Services;
  • Special Events Operations;
  • Campus Post Office.

Position Description:

Facilities & Capital Development

  • Provide strategic and operational leadership for all facilities management functions including preventive maintenance, building systems, grounds, custodial services, and utilities;
  • Serve as the institution's lead executive for capital construction projects from master planning and programming through design, bidding, construction, and commissioning;
  • Oversee the development and execution of multi-year capital improvement plans aligned with the institutional master plan and deferred maintenance priorities;
  • Direct the Facilities Condition Assessment (FCA) process and lead efforts to address deferred maintenance and improve the Facilities Condition Index (FCI) across the campus portfolio;
  • Manage relationships with architects, engineers, general contractors, construction managers, and specialty consultants;
  • Ensure compliance with local, state, and federal regulations governing building codes, ADA accessibility, fire safety, environmental standards, and occupational health.

Campus Safety & Transportation

  • Provide executive oversight for Campus Police, ensuring a safe, secure, and community-oriented campus environment consistent with institutional values;
  • Oversee transportation and parking services to support the needs of students, faculty, staff, and visitors.

Strategic Planning & Administration

  •  Develop and implement a comprehensive division-wide strategic plan aligned with the university's institutional effectiveness framework;
  • Manage a significant annual operating and capital budget; ensure sound fiscal stewardship, budget forecasting, and compliance with institutional financial policies;
  • Lead a diverse professional workforce; recruit, develop, and retain high-performing staff across all departments within the division;
  • Support institutional accreditation and compliance requirements related to facilities, safety, and infrastructure.

Qualifications:

Required

  • Bachelor's degree in Facilities Management, Construction Management, Engineering, Architecture, or a closely related field (required);
  • Master's degree in a relevant field, Business Administration, or Public Administration strongly preferred;
  • Minimum of ten (10) years of progressively responsible experience in facilities management, capital construction, or related physicalplant operations, with at least five (5) years in a senior leadership role;
  • Demonstrated experience managing major capital construction projects (typically $5M or greater) from inception through closeout;
  • Proven experience managing large operating and capital budgets;
  • Track record of leading and developing high-performing, cross-functional teams.

Preferred

  • Experience in a higher education environment, particularly within an HBCU, minority-serving institution, or comparably mission-driven organization;
  • Professional credentials such as Certified Facility Manager(CFM), Project Management Professional (PMP), LEED Accredited Professional, or similar;
  • Familiarity with APPA (Association of Physical PlantAdministrators) standards and benchmarks;
  • Experience with Lean Six Sigma, balanced score card, or comparable continuous improvement methodologies;
  • Knowledge of federal grant programs applicable to campus infrastructure and sustainability.

Senior Management:

Dr. Franklin Patterson

Vice President of Administrative Services & Infrastructure Management

Dr. Franklin Patterson serves as Vice President of Administrative Services and Infrastructure Management. Previously, he served as Vice President for General Services and Technology at Bethune-Cookman University.    

Patterson has worked in higher education for more than 30 years as a systems operator, programmer, information technology director, and vice president. He has held leadership positions at Johnson C. Smith University, Mount Union College, Southern University and A&M College and Bethune-Cookman University. He has provided oversight for the University’s coreoperations, including information technology, residential life, facilities management, dining services, public safety, transportation, risk management, performing arts center, and book store operations.  

Dr. Patterson’s community engagement and volunteerism includes being a member of the Association of Information Technology Professionals (AITP), EDUCAUSE, National Black MBA Association (NBMBAA), American Association of Higher Education (AAHE), AACRAO, UNCF CIO/CFO Roundtable, Association ofUniversity Technology Managers (AUTM), and Academy of Management (AOM),International Facility Management Association (IFMA), Kappa Alpha Psi Fraternity, Inc., Prince Hall Masons, and Big Brothers/Big Sisters of America.  

He earned a bachelor’s degree in computer science from Johnson C. Smith University, a Master of Business Administration from Queens University of Charlotte and a Juris Doctorate from the Concord Law School at Purdue Global University.  

Hakim J. Lucas, Ph.D

13th President & CEO of Virginia Union University

Dr. Hakim J. Lucas is a nationally recognized higher education executive, scholar, and thought leader shaping a new era of leadership for Historically Black Colleges and Universities. He serves as President of Virginia Union University (VUU), Chief Executive Officer of Virginia UnionUniversity Enterprises, and a tenured Professor of History. Across these roles, he advances a clear mission: ensuring HBCUs remain powerful engines of opportunity, equity, and social mobility for the 21st century.

Since 2017, Dr. Lucas has led VUU through institutional transformation. His leadership has been anchored in a clear framework—Economic and Social Mobility (ESM), integrating student success, generational wealth building, entrepreneurial enterprise, and institutional resilience. This approach has guided VUU’s resurgence not as a temporary rebound, but as a sustainable model of mission-centered excellence.

As a prolific scholar and author, Dr. Lucas also serves as editor of three major scholarly series on HBCUs with Emerald Publishing, Bloomsbury Academic, and Townsend Press—helping to shape an interdisciplinary field that examines Black institutions through the lenses of history, policy, theology, economics, leadership, and social impact.

His scholarship includes authored and edited volumes addressing crisis leadership, accreditation, governance, transcendent leadership, institutional transformation, and the moral responsibilities of leaders in times of disruption and change.

Dr. Lucas holds a Bachelor of Arts in History from Morehouse College, a Master of Arts in Teaching from Tufts University, a Master of Divinity from Union Theological Seminary at Columbia University, a Master ofBusiness Administration from Stetson University, and a Ph.D. in Education from Fordham University. He serves on the boards of philanthropic, educational, and corporate organizations, contributing expertise in strategy, finance, risk management, institutional effectiveness, and mission alignment. He is a proudmember of Alpha Phi Alpha Fraternity, Inc., the NAACP, Urban League, Prince Hall Free and Accepted Masons, United Negro College Fund, Central Intercollegiate Athletic Association, and Southern Education Foundation, reflecting a lifelong commitment to strengthening institutions and expanding opportunity for historically marginalized communities.

Dr. Lucas is an ordained itinerant elder in the African Methodist Episcopal Church, with universal ordinations within Baptist and non-denominational Black church traditions. His faith and ministry continue toinform a leadership approach grounded in service, purpose, and accountability.

His guiding philosophy is simple yet profound: “Education is my social justice.” Through that lens, Dr. Lucas has committed his entire 25-year career in higher education to building institutions where students are not only prepared for careers but equipped to live fully in their dignity, agency, andpurpose. Under his leadership, Virginia Union University is not merely sustaining its legacy—it is actively redefining what excellence looks like for HBCUs in the modern era.

Location:

Richmond, the capital of  Virginia, sits along the James River and blends deep American history with a steadily modernizing city culture. Founded in 1737, it played major roles in both the American Revolution and the Civil War, even serving as the capital  of the Confederacy. Today, Richmond is known for its striking balance of  historic architecture, vibrant arts, expanding business environment, and scenic outdoor spaces built around the river. The Canal Walk, riverfront parks, and nearby  historic battlefields provide both recreation and a strong connection to the  city’s past.

Richmond experiences four  distinct seasons, with warm summers, mild-to-cool winters, and colorful  spring and fall transitions. Its location places it roughly two hours from  Washington, D.C., the Blue Ridge Mountains, and the Virginia coast, making it  a convenient and well-connected Mid-Atlantic city.
